Can I create confluence dashboards with standard cloud license ?

I'd like to add a confluence dashboard linked to Jira service management tickets. What do I need to accomplish this or is it a case of using the right template?

Confluence does not have a dashboard function.  It doesn't really need one, as you can create pages to use as dashboards.

You're completely free to add whatever content you want.  The templates are not really aimed at templating dashboard style pages, but I'd probably see if any of the "docs and reporting" templates create pages that are a good starting point for you.  The Jira Report especially has some good examples of macros and functions that are probably very useful in JSM reporting.
