Can I create notifications if somebody made site-wide or space-wide changes?

I tend to think of Confluence as being built in layers.

The most important part is your content (pages).

Which lives inside a space.

And spaces live within a Confluence instance.

You can set up notifications for content changes, but not space admin and confluence admin activities.  There's an assumption that the few people who can make administrative changes know what they are doing and will tell other admins and users if they really need to know when they've made a change.
