Can I give read only access to JIRA users without confluence license?

I have a JIRA software license for my team of 50 users. I only need about 10 of them to have ability to edit confluence pages. Can I allow the other 40 users to be able to see pages without any editing permissions? Does that mean I have to buy Confluence license for 10 people or 50 people?
