Is there a way for Confluence Cloud to be setup so that the site is only visible behind a firewall / on our VPN. I know that the site is not behind a firewall, but is there a way to ensure that only people on VPN can access the URL for our version? The goal is that we have internal "products" and want to expose the documentation to everyone in the company.

No, as far as I'm aware there's no option to do something like that. If you want to have a Confluence behind a firewall you will need to look into Atlassian's Server & Data Center offering.

If you want to have the advantages of Server/DC but do not want to host Confluence yourself, you could talk to a Solution Partner like Scandio or Kreuzwerker. They offer a managed hosting service where they set up a Server or DC instance and manage all the hosting aspects for you. This is kind of like the Atlassian Cloud offering in the sense that you don't have to care about hosting, but you get all the extra configuration abilities that come with Server/DC and you have someone to talk to about setting up VPN access like you mentioned.

Hope this helps! :)

Cheers,
Sven
