The only macro I am aware of at the moment is the Question List macro –

Yes, a Question can be mentioned on a Confluence page. Like any Confluence content, when it's linked, Confluence keeps the title up-to-date if the title changes.

If you link an answer, then it will reach the page of the question, but it doesn't particularly highlight the answer.

Note that you can install an evaluation version of Confluence to test this kind of things. You can create an evaluation license on my.atlassian.com, or if you've purchased it, you can create "developer licenses" in addition to the license you've purchased. Concerning plugins, you can try them out either with an evaluation license or with a timebomb (3hrs) license.
