Can an anonymous user in Confluence edit an attachment "edit with" and reupload?

I am using Confluence 6.15.4

 

I had an anonymous user who needed to update a single excel spreadsheet. 

They were unable to see the edit with option but were able to view the attachment. 

 

Is this possible and if so, what permission are needed for this to work?
