Can confluence banner be set under confluence header in confluence 6.0 server?

Hi ,

  I understand that Announcement banner in confluence can be set using Custom HTML under Look and Feel option in General Configuration. It allows us to place the HTML code under three places, at the

end of the header

beginning of the body

end of the body

My question is, is there a way to place the banner message, exactly below the confluence header which is seen at the top.
