I want emails to be sent to a Distribution List or a few email IDs if any Covid related article is updated or published on a specific Space. So that the admins can peer review those articles. Though there is an option to receive individual updates on any updates made on your confluence space, it will result in large number of junk emails. We only want to peer review covid related articles.

Thanks for posting your question to the community. Confluence is a great collaboration tool that allows users to be notified (space/page watchers) as soon as content is created and have them comment on it. As Repi mentioned, unfortunately Confluence doesn't have a great method to help with having process and control with documentation notification review. Having said that, this is where Atlassian's Marketplace can extend your experience with Confluence.
Atlassian's Marketplace has some really cool tools to help fill the gap for your review process of your Confluence Documentation. Comala Document Management or Comala Document Control are an example of apps that can provide a review and approval process with a built in email notification or enhance your experience with customized email notifications.
Both app's are available on the Marketplace and you can try them for free for 30 days for Confluence Server
