Can normal users migrate their own personal space from one Confluence instance to another?

Note: I am not a sys admin but have been asked to investigate this issue.

Our organization is migrating content from one site to another. We would like to allow users to migrate their own personal Confluence space from the old site to the new. As a normal user I was able to export my personal space on the old site into XML. However, there doesn't seem to be a way for me, as a normal user, to import that into my personal space on the new site. I believe sys admin permissions are required for the import/restore.

Both sites are running the same version of Confluence.

I have looked at the following pages but they don't address my case of a normal user doing the restore.

End user can export his personal space, as he is having export permission. But for importing , user should have admin rights
