Solved, clearing the cache worked.
This is kind of crazy though since the exact same thing was happening on 2 difference computers.
I installed draw.io from the marketplace and it is not working in my instance. There is not way to get the Macro to work, not matter what I do. I uninstalled it and re-installed it, all the same no matter what I cannot access the Macro. Draw.io shows up under manage Apps however no matter what it is not accessible. Atlassian support is not helping despite escalation, draw.io support told me it is indeed an Atlassian / Confluence issue.
I have even made another user in my instance to see if it was an account issue or something along those lines and it is still not working.
I also tried smart draw install and that does not work. I am fairly certain that add ons are not working in my instance. How do I get support to help me with this? This is becoming a work stoppage for me.
Jacob - Glad to hear that clearing your cache resolved the issue. Sometimes when applications are installed or you upgrade confluence, JavaScript files are updated but retain the same name. This ends up causing the issue and clearing your cache can resolve the issues seen by this.
