I have a workspace (rwwa.atlassian.net) that I created apparently a long time ago. It has Jira Service Management configured, but I really want Confluence and Jira configured. I can't seem to make that happen.
For example, if I go to admin.atlassian.com I'm told to create an organization and when I try to do that I got an error with "try again later", and when I tried again later I get "too many requests".
Is it possible someone else has taken over the workspace?

Were you paying for your subscription?
When was the last time you logged into JSM to access the data?
If you set up the subscription some time ago and stopped accessing it, it may have been deactivated and then permanently deleted by Atlassian due to inactivity, freeing the site name to be reused by another subscriber. Emails would've been set to the Organization Admin and Billing contact for the subscription prior to deactivation and deletion.
Alternately if you had used a name (rwwa) that was trademarked then the company owning the trademark may have worked with Atlassian to reclaim the name.
To get an authoritative answer you could try contacting Atlassian Licensing, Billing, and Pricing support to get more information.

Otherwise, at this point you will need to set up a new subscription under a new site name.
Ultimately I had to set up a new workspace. I could never contact the administrators of the original workspace.
After creating the new workspace I contacted support and they disconnected my userid from the old workspace.
