Can't change the default page to a space on confluence

I tried to set our 'SERVICES' space to the default page on confluence - but it said I had to make confluence-users be able to read the space. However in confluence it says no such group exists.

It sounds like you are running into a known bug/limitation of Confluence. The report is here.

While the above report is not timely, the issue still is "on the radar" and going forward it will hopefully be resolved.
