I can't create a new space.
After going through the setup questions: selecting the type of space, giving it a name, when I click on "Create" nothing happens.
I have logged on and off, had my access completely removed and reinstated, checked global permissions, space permissions, my personal access levels, tested from another browser, tested from another login. No love.
I have lodged a support ticked with Atlassian more than 24h ago. No love.
What should I try next?

Thanks so much for getting back to me. I have tried the URL you provided and it returns a Page Not Found, https://anzgog.atlassian.net/wiki/plugins/servlet/stp/view/
I have the Cloud version of Confluence so perhaps there's a different process?
I have reviewed the information on the Support page you referenced but I can't find "Troubleshooting and Support tools".
I don't seem to have that heading in my General Settings
I'm not sure how to proceed, what should I do next?

Well, I have added a tag confluence-cloud. Because I thought it is server version.
1. Could you check your license status?
2. Could you ask again in Atlassian Support?
