Can't go back up a level of a bulleted list while editing

I can't for the life of me figure out how to "promote" or move an ordered list item back up a level with the list item is already in a list. I can move up a level on the last outline number

In the example, below, I can easily promote 3. / 1., but not 2. sub two up to a new outline number 3.

Is there a keyboard shortcut? If so it is not listed in the keyboard shortcuts list. Thank you!

2. two 
   1. sub one
   2. sub two ! This is where I have the problem !
   3. sub three
3. three
   1. This one is easy to change by hitting backspace then return

@Matt Utterback I believe it all you need to do is be on the list item you want to change and click shift then tab to move it out.  Tab will more it in.
