If one was using the Comalatech workflow to publish a set of standards that would be approved by various groups, when the page is approved by the last approver, could it email all confluence users or a defined email address i.e. example@foo.com when the page hits the Published state? This way the users would know to check the page for its content.

You can use a trigger to send an email once a page hits a specific state (in your case, you would trigger it on the last state). If you have an email alias for your whole team, like team@foo.com, that would notify everyone. You can customize the content in the email as well. Here's complete instructions on our wiki.
