Can you create a page as a copy of another confluence page and then update the content

On Confluence page you want to copy - In the right hand corner next to the "Share" button, click the 3 dots (more actions) and select copy. From there you can select the new space (or keep the same) to create the copy of that page.

Another shortcut way if its staying in the space is to highlight the page in the left hand list, select the 3 dots and copy the page there.

Yes, you can copy a Confluence page by going to the desired page, and click on the ... (more options) > Copy. 
When you copy a page you can choose the space and the parent page you want to copy it at.
