Can I create a second decision log within the same Confluence space?
You can re-create most the functionality:
That's exactly what the built in Decision blueprint does, just without the dedicated decision creation dialog. Alternatively you could create a dedicated Blueprint with a dialog but thats more complicated.

I'm afraid by default, it's not possible to add second decision log for space. I have created feature request based on your request:

Please feel free to add a comment or engage in the conversation. Product managers and our developer staff are constantly watching these feature requests; please help them understand the impact of this feature on your daily workflow. Keep in mind that this is where other customers will see your feedback as well; overall this will be a much more visible and productive place to communicate when compared to this private support ticket.
