I know I can watch a page. That notifies me when someone makes an edit to a page. however if I have documents on that page, it does not notify me when someone edits a document.
Can I set up a "watch" on specific documents, so I can be notified when someone edits it or adds a version?

it depends on what Confluence you are running - if you are on server version normally there are notifications for attachment changes.
See this article here how to disable those notifications - which means in reverse that you should get notifications for changes (if not disabled by admin).
Please note only works for Server!
Like you mentioned confluence sends out a notification only when the contents of the page are edited not when the attachments of the page are edited.
