Cannot invite user due to message stating

Cannot invite user due to message stating "cannot invite one or more user accounts you invited are disabled. I cannot figure out where, as I do not show the user in Confluence currently. This user was previously terminated, but they came back, and in our system they are active, as well as they belong to the SSO group. I cannot think of anything else.

You can reactivate them by clicking on the cog in the upper right corner which represents settings. Once they're select user management. In the user management section you can search for the user and you should be able to edit the details and reactivate them.
