According to https://support.atlassian.com/confluence-cloud/docs/assign-space-permissions/ It should be possible to restrict the 'All View' permission but when I do, the whole line disappears (it should only disappear when deselecting all checkmarks).
I am trying to achieve the following: a user is part of a (role)group with specific permissions except the all view, and I have 3 different levels. The same user is also part of (department) group that only has 'All View' activated. Each space has multiple role groups (via global permissions) and just 1 department group. The reason for all this is that it unclutters the spaces directory by only showing the spaces that go for certain departments.
It could be done using on individual users, but this is a lot of work.
So in short my question, how do i restrict just the 'All View' without removing all other permissions?

Permissions in Confluence are additive!! (Be it, user or group)
I suggest you go through this document as you will be administering the instance and play around permissions in the test space.
You should have at least view permission in the space, without view other permissions are obsolete.

page restrictions should be applied in your case!!

However I'm trying to limit the number of action i have to do to secure my spaces. When I resort to permissions on page level I will have a number of action grow exponentially which is the opposite of what I am trying to achieve

Please consider the following situation:
What I am trying to achieve is this: I have a user I added to 2 groups: group-development and rol-medewerker. Because the user is part of the group-development the space is visible in the overview. And since the user is part of the rol-medewerker group, the user may add pages. All good, additive permissions allow this. Problem is, when the user is not part of the group-development he is still able to see the group and add pages. The trust inside our company is ok, so no harm done, but I want the user without access to not see the space in the overview.
My idea was to restrict the all view and have the permission system additive behaviour solve it. It would have worked if the permission system would have worked as described, but alas it doesn't. When I restrict the view all, the whole line is removed resulting in a view only on this space...
It can be solved by writing out the full matrix, but that would be more work than needed and besides that, I have a situation where it actually look possible:
