I am wondering if anyone else is seeing this, or knows what I might be missing. We have a a handful of "locked" pages in our instance that should not allow editing by any users, even admins.
But we have noticed that any checkboxes (or "task boxes") are still able to be toggled on/off by users with only view permissions.
What I have found online says this should not be possible. Is this true?

There's this question Trudy raised, but I'm guessing we're talking about standard Confluence permissions and content restrictions.
How it works, even if users don't have a space permission and/or content edit permission (via restrictions) and can access the content with checkboxes, they will still be able to click on the box and check/uncheck the task. BUT that only 'works' for them, and it will be reset to the previous state as soon as they refresh the page.
So, to check/uncheck tasks for everyone, you need to have edit permissions on the content.

Set all users and groups to "view" only permission. The clarification by Tomislav was helpful for my use case.
