We can't help with Cisco. You need to call or write to Cisco support. Their contacts will be on Cisco official site, I'm pretty sure in it.

wrong, you are the link to the Cisco labs help desk (not the cisco products) ... your system says my account was deactivated but does not give me an alternate way to get that fixed ... been using this for years but once again, the system was changed. AND NO ALTERNATE WAY TO REACH A PERSON ... PLEASE AI, or LEvel One, pass me on the a human. that will actually try to help.

this is not my regular account, the one i need to get in is not letting me in: patrice@nterone.com ... it says i do not have access to: cisco-learning-support.atlassian.net and prevents me from getting in.
Who is the contact that can help me with this.

As @Trudy Claspill mentioned, you need to identify the person responsible for administering access tocisco-learning-support.atlassian.net. This is not an Atlassian Community site - it's Atlassian instance owned and managed by Cisco.
As I previously suggested, your best course of action is to contact Cisco support. They can help identify the administrator for this instance and assist in resolving your access issue.

I am sorry you are experiencing difficulties accessing that system.
Note this is a user community. We are users of our own instances of the Atlassian products. We generally are not Atlassian Team Members and don't have blanket access to anybody else's Atlassian products.
You may have been redirected here when trying to use an Atlassian "Contact Support" option because only subscribers of Atlassian products can contact Atlassian Support. In such cases there is redirection to here as we can often provide suggestions and tips for debugging problems.
If you are unable to access the cisco-learning-support.atlassian.net that is something that has to be resolved by the Atlassian customer that owns/administers that instance.
Though the URL for the system is ...atlassian.net that doesn't mean that Atlassian is responsible for administering user access to it. Cisco, as a customer of Atlassian, may own and administer that site.
Unfortunately, as users of our own instances we have no access to find out for you who those people are.
I recommend that you reach out to the people that helped you get set up to be a Cisco instructor. They may be able to help you find the right people to contact.
