Comments and 10 minute window email notification can this be changed

Hi, I understand that when you make a comment it does not send an email notification immediately, but process it as email notification inside a 10-minute window. Can this window be configured to be example 5 minutes?

Mail notification based on the few momnets:

1. Mail queue on JIRA side

2. Mail on first SMTP/ mailrelay side

3. other systems.
