We as a company will be using Confluence as our requirements repository and in doing so will have our Current Version which represents the requirements in Production and then we will have two additional versions running in parallel test environments before going to production. I see the add-on of Scroll Versions has the exact capability we are looking for, my question is does this already exist in Confluence and I have just missed it?

No, the reason Scroll Versions exists is because of exactly this - Confluence doesn't support multiple active versions of the same page.
