I have a form with a smart multi-row. Everything works great. Is there a way to set a default value to a field within a smart-multi row? Specifically a field type = dropdown?

Hi

Not really, you cannot set the defaults on a "sub form" fields

Sorry, only for the fields that are in a "current form" you can apply the rules, not on a fields that are in the "connected form"

Applying the rules in the sub form's fields while being on the main form?

No, we have no plans to implement that at the moment
