My team and I are undertaking a piece of work to standardise the layout of our company's team spaces hosted on Confluence On-Demand however; we're becoming quite frustrated by the tendency for Confluence's dynamic page resizing causing pleasant UIs to go bad.
This pretty much revolves around the ability for users to choose whether their sidebar is expanded or collapsed, and Confluence’s automatic resizing of page content to accommodate.
If we design a page layout for a collapsed nav-bar; individuals using the expanded nav-bar see pages including crushed content / information moving to new lines / other unexpected or unintentional breaks to the designed layout. Conversely, if we design for an expanded nav-bar; individuals using the collapsed nav-bar see relatively sparse pages with content being stretched out to accommodate the additional space.
The latter approach also reduces our ability to use layout macros effectively (e.g. Section / Column) as the side-bar sometimes takes up a considerable amount of page space. Is there a way to enforce the nav-bars state (collapsed / expanded) within Confluence OD?
Having this option would at least give the admins some confidence that a page’s layout will be relatively consistent across users and display in line with what was intended. I can see several references to way this can be done in Server but am beginning to suspect this may be restricted in OD.

Indeed, it's not possible to set a forced state for the sidebar in Confluence Cloud.
It is by our intention that users are able to collapse and expand the sidebar to their preferences.
