I have a confluence instance that is open to the public for consumption but I want locked down for contributing. I have anonymous access permitted and all the spaces have the permissions set to view for anonymous. The create page button (and templates) still appear and when not logged in, pages can be created (as anonymous).
How does one configure Confluence to allow anonymous read only/view without the ability to create pages???

Go to Space Tools >> Permissions >> edit Anonymous Access by unchecking ADD PAGES.

That option has already been disabled and the Create button still shows for all Spaces.

Flushed cache and re-indexed. Still no luck. The Create button continues to display.
