Confluence Access Requests for Non-Licensed Users

How can I prevent non-Confluence licensed users from submitting requests to access a space with no restrictions? 

I get emails like this, as do space admins, for users who are not licensed. Approving or Denying the request does nothing because the user doesn't have a license. 

Users shouldn't even be able to get to a page where they can request page access if they don't have a license. Is this a bug? If so, does somebody have the appropriate bug report I can follow?

Hi @Mathew Lederman 

 

Check the permissions for Confluence, check to be sure you do not allow anon or guests.

You can also turn off access requests.

Yup. All of that is currently set as recommended. Unfortunately, the issue persists.
