Confluence Attachment Management - Document Management System Solution?

We’re looking for a solution to manage and/or monitor attachments better in Confluence. We are educating users when to use attachments vs. when to create a page, but we also need a tool.

We would like to:

• Give the users the proper tools for attachment, like a DMS.
• Manage the attachment space, like invoke quotas on Confluence spaces.

We have Confluence 5.4.4 and use Arsenale Lockpoint.

1. What are some of the best, inexpensive options of document management systems that will integrate easily with Confluence? Preferably not a cloud option; though we’re still open to it.
   
   And/or
   
   
2. We would like to be able to apply quotas to spaces. Are there any recommended plugins for this?
