Confluence Daily Digest for unlicensed users?

We have user with NO Confluence license that are receiving the daily digest.  Since they don't have a license, they are unable to log in and change their settings.  Is anyone else experiencing this?

Hi Paul,

Is your confluence public and allow anonymous access? Taking a look at other similar posts [1] this is a function of premium.
