Confluence Questions Attached Images are Broken

Images attached to the Confluence Questions (plugin) are broken to users with normal permissions. However the images work for admin users. It appears to be a 403 forbidden problem.

It seems that you are affected by a known bug of older version of Questions for Confluence.

Images broken on Questions for non admin users

There are other bugs that have a similar behaviour to this one, but 55662 matches the description given.
The fix versions listed there are Confluence 6.10.2 and Questions 2.6.11.
