Confluence Source Editor Not Available on New Page?

Is the expected behavior of the Confluence Source Editor to not display by default when you create a new page? This only works when there's content already available?

To make this work, you can simply "Save" the new page, and then press "Edit". Then you will be able to use Source Editor.
