I'm just wanting to ask, within confluence, are users defined as persons who can create and edit items within. in regards to other people, are they able to search and view items but are not a billed/chargeable entity?
For example, a Conf. User may create a page, but anybody within my company can search it (dependant on permissions) without having to pay for an account?

a licensed Confluence user is anyone, who is able to login to Confluence. The permissions are not important.
