Confluence add sign-up link to top menu when using jira for user management

We are using Confluence as a Questions only site. We have delegated user management to our Jira instance. How can I add a link to the top menu in Confluence pointing to the sign-up page in Jira. Right now the users are surprised that they can't sign up.

you can use an application navigator https://confluence.atlassian.com/display/AOD/Application+Navigator+FAQ

Another possible solution is to add a custoim html code here Confluence Administrator -> Custom HTML.

Thx. Went with the Custom HTML so far. Though I am now looking into a custom layout or plugin.
