I had a lot of troublesome issues after upgrading from 6.15.9 to 7.13.2 late last year.
Version:Confluence Data Center V7.13.2
This issue has been registered in Atlassian's public issue tracker but is low priority.
Description:
Confluence allows Parent Page to be renamed to a title that has already existed(and restricted)
It is well known that "2022" is a very common title.
When a user creates/renames a title with the same name, this will make the original "2022" page no longer exist and the page will jump to the new page. It was a bad experience and there is no solution yet.
If you have the same problem, please vote for this ticket.

Make sure you have set the restriction set at the parent page at least for now till the workaround is suggested!!
