Odd question but do you need CSS or Javascript experience to use ZEN Foundation. Have had a look at Stepstone and it "appears" that if is a little like the old Microsoft Frontpage in that everything is there for you, all you need to do is change your colours, load your images and insert your content. I may be wrong, but any help would be good. At present, we have the "out of the box" version of Confluence 4.3.6. Have been told Refined Wiki is the best add on to put in the features we are after (intranet feel to our design) but you need to have staff experienced in CSS/Javascript/HTML for this and we are trying to get away from reliance on programmers for our intranet. Any help is appreciated.
ZEN does have a built in designer to do a lot of the stuff (although you can still customize with css/javascript).
Take a look at http://www.stepstonetech.com/display/help/Brand+Designer+Tour
However, from a performance / reliability / stability perspective ZEN has been more problematic - bugs, crashes, issues, etc...
