TLDR: When I configure Confluence for anonymous the site crashes but the service still runs and I cant see anything in any logs.
This is caused by the settings that make a space available for anonymous users. I have a test space, I opened it up for anonymous access and site crashed. When I try to enter the site i get:
"Http/1.1 Service Unavailable"
Service is running. A reset of service does not work. A restart of server does not work.
All I see in the logs are:

How to give non Confluence users access to a Space
Also, are you able to revert those changes and access Confluence once again?
Further, could you clarify some points for us? Here they are:
- Has this worked at some point?
- Can you explain how you applied the anonymous access settings?
- Were changes other than the anonymous access applied?
- Is this your production environment?
- If you revert the changes are you able to access Confluence?
