The reasons for the instance being slow could be virtually anything. Disk speed, bad network, underspec'd server, high cpu, web server, connection pools, it could virtually be anything. Your best approach would be to raise a ticket with Atlassian and provide them the information they ask for. Alternatively the community can take a few guesses but sooner or later you might end up revealing sensitive information, because we will be asking for more and more data continually, and a lot of that comes from your backend.
