Confluence not seeing new users

Hi All,

I noticed that some Confluence users are not showing up as selectable with the'@' prefix. These users are active users. Why am I not able to see them?

I have had this issue with members of a particular group, where that group was not set up under Global Permissions (we had to segregate our users, so just being a  member of confluence_users doesn't not give general access).
