Confluence only allows you to create a table with up to 20 rows. How do you add more rows to a table?????

Welcome to Atlassian community.
Yes, by default when you try to create table it will allow upto 20 rows . Once you have created the table, you can add more rows by using the "Insert row below" or "Insert row above option" which is at the top of the editor as shown in below screenshot.
