As per my plan the is my Confluence plan under 'free' tier? If yes,
1. How many pages can I create under the 'free plan'
2. If there are limitations, can I just upgrade Confluence pages?
3. How can I set restrictions on the 'Confluence' page from being read by someone else?
There might be an app that can password protect certain content (there's Data Encryption by Acemod which you might explore). The app is free for up to 10 users (on ANY tier). BTW, there are many apps that are free for 10 users.
The free Confluence version is intendend for small collaborating teams (up to 10 people) and it's assumed there's no need to hide content in such scenarios.
You cannot even make the content publicly available without an app for example, Scroll Viewport by K15t allows you to create a public site even from Free Confluence. What might be interesting for you is that You can create a Viewport site that's behind your SSO - so you will be able to control who can see your Confluence content in Viewport using your SSO.
