Can you tell us a bit more about the environment (server OS, db, confluence version)?  Anything in the confluence logs on the server?

I got the exact same error yesterday when I was installing Confluence. I deleted the contents of the home directory and made sure the user I was running Confluence with was the owner of the home and install directories. (The database tables had been partially set up by Confluence so I also dropped and created a new database. There is an option in the setup wizard to overwrite the Confluence tables but it seems to take forever to do it that way.)

Please delete the contents of the home directory and make sure the Confluence startup is being run by a user with permission to write to the Home and Install Directories.
