Confluence user cannot move pages

Using Confluence cloud and even though I'm the site admin, and an admin and I own the confluence spaces, I can't move pages in a hierarchy or even between spaces. 

I reviewed permissions and I have all permissions across all spaces.

Hi Sheldon,

I can take a look at this for you. I've found the Cloud site associated with your email address. Can you confirm the user is indeed the sheldon.leewen user?

Does this occur to any page in any space at all, or does it occur only with a specific space/page? I'd like to test a few things, so please let me know the name of a page that has the issue, the space that it is in, and where you need to move it.
