Confluence wont start up after fresh install

We have done a fresh install of 5.10.8 and Database restore on our test server, Confluence wont start up with errors in log

 org.apache.jasper.JasperException: java.util.concurrent.CompletionException: com.atlassian.confluence.tenant.VacantException: Confluence is vacant, a call to tenanted [public abstract net.sf.hibernate.connection.ConnectionProvider net.sf.hibernate.engine.SessionFactoryImplementor.getConnectionProvider()] is not allowed.

There is nothing wrong with our hosts file and I can connect to the database

Help requested

Oh and I have restarted confluence several times ...

Hi David,

As this is the fresh install, here is an atlassian article which will be helpful in resolving the issue https://confluence.atlassian.com/confkb/confluence-generates-confluence-is-vacant-error-on-install-779164449.html.

If possible delete your home folder and start the setup once more. 

The home folder path is located inside the confluence-init.properties file. 

To find this file:
<conf_install>/confluence/WEB-INF/classes/
