Confluence works slow

Confluence works very slow on VM based at ESXi 6.5 (4 CPU, 2 GB RAM), database - external MySQL (5.7.21-0ubuntu0.16.04.1)

What to do about it?

It's impossible to say without looking into what parts of it might be slow.  Is it page loads?  If so, what part of the pages (javascript? html? css?  or all of them) are taking the time to load?  Are the admin screens faster?  Can you quantify it?  If everything feels slow, then look at the network, the disk, the connection to the database, the memory, the cpu usage, swap files and so-on

Given the starting information though, the usual problems people have with VMs are

1) Not giving Confluence and Synchrony enough memory.  For anything other than a small system (up to 25 users), you should probably allow 1Gb for each, and don't forget to reserve more for the operating system

2) Using shared storage.  Don't.  You need most of the home directory to be on fast local storage.
