Contact Administrators form - how does a user access it through confluence

How does a user navigate to the Contact Administrators form in Confluence ? I know they can get to it via the URL http://confluenceurl/contactadministrators.action , but how do they navigate to that through menus/ui of confluence ?

From the Configuring the Administrator Contact Page page:

Typically, Confluence users may get to this page by clicking a link on an error screen such as the '500 error' page.

What if the user doesn't encounter an error page, is there anyway to navigate to this form ?

This page as this page has a URL you can place a link to the contact administrators form behind a button or any other hyperlink option, additionally you could also setup a rich HTML macro with a re-direct to the contact administrators page if you would like users to reach it by clicking a page.
