Converting a page into a template

I had a user create some spec templates as pages and wants them to be global templates. When I copy these spec sheets into the template editor the table of contents is breaking on it and no matter how I copy it. I have checked to see that the approraite headings and sub headings are there but still it does nto work. I am trying to avoid having to remake these from scratch if I dont have to.

It seems that here, https://community.atlassian.com/t5/Confluence-questions/convert-page-to-template/qaq-p/110311, they manage to do that by using an app. Maybe that will help you.
