We have a plan to integrate confluence with JIRA. but this requirement is only for few users from our iQuanti team.
Can we separate them and give confluence access only to the needy.

Yes, the user list for Confluence can be totally different to the user list for Jira. So you can have (say) 25 people with Confluence access and 200 in Jira.
For 25 people, what would be cost. Can you please give the billing chart.

For Cloud, go to site management and check who has access to each application -
https://admin.atlassian.com -> Product Access
This will show you groups of people who have access to the various products you own. You will need to make sure that the groups for Confluence access contain only the 20 people you want to see it, and similarly, the 120+ for Jira users.
