Problem: The automation rule is set up with a manual trigger ("when a user triggers a rule"), but when they try to edit a smart button on a Confluence page, they can only select from templates and can't link their custom automation rule.

I want to create an automation that creates a Jira issue when a manual trigger occurs.
Smart buttons currently do not support custom automation rules. There's an open feature request for it: CONFCLOUD-79704: Ability to set Custom Confluence Automation Rules to Smart Buttons
You can still create a manually triggered automation rule, it will just have to be triggered from the content tree by navigating to More actions (next to content name) > Automate > *select desired action/automation.
