Every time we move or rename a page in our confluence space it "breaks" and brings up the attached image.
We would like to be able to have a page found no matter what the name is and where it's move to.
We are using version "Powered by Atlassian Confluence 6.12.4"
Confluence has up to four urls for a page.
So, the simple answer is to encourage people to use the second or third options when they publish links externally, and if they want to link to another page inside Confluence, always use the internal page reference.
Note that if you migrate Confluence to another place, only the internal links can be preserved - the change of base url will relocate all external urls.

Do you mean that after renaming a page , you cannot access the link with the old URL (with old page name in URL)? If so, it is an expected behavior. If you do not want to use the same URL, even after page rename, then start using the page ID instead of names.(though not easy to use, that is the only way).
